What Is the FDA Modernization Act 3.0?
In 2022, Congress passed the FDA Modernization Act 2.0, which removed the outdated federal requirement that new drugs must be tested on animals before human clinical trials.
However, many of the FDA’s regulations and guidance documents were never updated. As a result, companies have often continued relying on animal testing—even when scientifically validated alternatives are available.
The FDA Modernization Act 3.0 helps fix that problem by directing the FDA to update its regulations and guidance so modern, non-animal testing methods can be used more widely.
What Does This Mean for Animals?
This bill does not end animal testing overnight.
Instead, it removes unnecessary barriers that have prevented safer, more effective, cruelty-free technologies from being fully adopted.
These alternatives include:
- Human cell and tissue models
- Organs-on-chips
- AI and computer modeling
- Other scientifically validated, human-relevant testing methods
By making it easier for these technologies to be used, fewer dogs, rabbits, monkeys, mice, and other animals may be subjected to painful experiments in the future while improving the science used to evaluate new medicines.
